Contractors/Duty Holders desire to take more scope and risk in decom

We have recently been involved in some different scenarios with organisations looking to take on much greater responsibility for decommissioning, from traditional operator models. It's interesting to see the market react to the outsource and/or the duty holder responsible model. We provided SWOT analysis on the proposals, with both an operator, regulator and contractor viewpoint.
